I'd be very interested to hear your views on whether broadcasters need a paracopyright in the material they broadcast but don't create - or whether a simple prohibition on signal theft without a new property right would be sufficient.

Also about the implications of U.S. business interests turning to international bodies to make policy that they know they can't otherwise get through Congress. What's your view?
