PFF ex-Pres Ray Gifford is unsurprised by the report on Brazil. He emails:
Gee, it appears that FOSS suffers from massive externality and agency problems, thus leading to poor quality, upkeep and integration. That's alright though because the moral superiority of such a system makes up for the self-apparent evil of an hierarchical, Western-hegemonic governance system that relies on institutions like property and contract to create incentives for profit, quality and interoperability. [It's hard enough for them to keep their postmodernist jargon straight much less write good, integrated code, after all.]
