It's been a bad year for Hong Kong's online filesharers: waves of litigation by the music and film industries slapped hefty penalties on citizens left and right, while the courts sent the world's first person to prison for uploading movies onto the Internet.
It could get worse.
The government released a consultation document Tuesday that could lay the groundwork for new laws to criminalize any unauthorized downloading, remove obstacles for companies to sue citizens for liability and hold Internet service providers responsible for their users' online behavior.
