The Intellectual Property Owners Association identifies important features of the Hatch-Leahy bill (S. 3818). IPO's bottom-line reaction:
Hatch’s bill differs in several important respects from much-debated House bill H.R. 2795, which is not expected to see further action this year. IPO supports the September 1, 2005 coalition print version of the House bill. The Senate bill will be a fertile ground for discussion and analysis, but IPO does not expect the Senate to attempt to pass a bill this year, although further hearings are possible. Harold Wegner puts the gloss on this in an email, noting "that several folks have shared their views that show less than strong support for the Hatch-Leahy legislation," and that "this signifies that the legislation is dead on arrival."
