Collaboration between the US Defense Department and American businesses is not new. Many Internet technologies resulted from their cross-sector R&D. Further, the Defense Department's early procurement strategies, in which it sought to enable growth of private sector industry, arguably lead to the commercialization of the Internet.
Currently, a Defense Department information exchange portal called TechMatch, aligns private entities with public R&D projects. The Defense Department describes TechMatch: A Web-based portal designed to provide industry and academia a DoD-sponsored solution to find R&D opportunities, licensable patents, and information on nearly 120 DoD Labs located across the U.S.
According to a Defense official, the program "helps the DoD perform its technological mission of promoting partnering opportunities between the private sector and defense laboratories."
