At a recent Cato event on copyright, University of Utah's Lee Hollaar asked a question from the audience. He wanted to know, from those who had called for gutting the DMCA, how they would reconcile that with our international treaty obligations? He didn't get a good answer, but now he has an interesting paper on the subject published by the Institute for Policy Innovation.
