Tomorrow: House Judiciary Subcommittee on Courts, the Internet, and Intellectual Property will hold an Oversight Hearing on the discussion draft of H.R. ___, the "Section 115 Reform Act (SIRA) of 2006": Tech Daily says the bill reforms music licensing, but so far I have not found a draft.

UPDATE (12:25 P.M.): The Patry Copyright Blog has the draft, and a section-by-section.
