The report emphasizes attention to harmonization, standards, procurement, and tech transfers between universities and the market, and, for pharma, streamlining the regulatory process somewhat; for copyright, the recommendation is to improve licensing and other problems related to national boundaries.
I cannot help but think that all these measures sound either too marginal or too steeped in the EU culture of relying on government to take the lead. One can always hope to be proved wrong.
