The OECD has released a report on Intellectual Property as an Economic Asset: Key Issues in Valuation and Exploitation (Background and Issues) (2005).

The OECD report is long on questions, short on answers: the conclusion is, more or less: "Yeah, we got a real problem here, don't we." It was written as background for a June conference sponsored by the European Patent Academy.
