The bill is being greeted with some cynicism, as an amalgam of various agendas. To subscribers of Patnews, Greg Aharonian has already distributed his pointed remarks, including his estimation that the bill would "do nothing" to improve patent quality. I don't share this general cynicism (though I'm relatively new to this issue, perhaps that's it), and note that many of the proposals in the bill follow the recommendations of the NAS report on the patent system. These include recommending that the U.S. adopt the first-to-file rule as well as a post-grant opposition process. The NAS report is worth reading, as it addresses some of the contentions that some proposed patent reforms would injure small inventors.
