The Stockholm Network just sent out its second monthly newsletter on Know IP-Stockholm Networks Monthly Bulletin on IPRs

It contains a synopsis of a new OECD report on International Licensing and the Strengthening of Intellectual Property Rights in Developing Countries that

[P]rovides support for the proposition that the strengthening of intellectual property rights (IPRs) -- as measured by a variety of indicators -- has had a net positive effect on technology transfer via international licensing during the 1990s.
This is particularly true for patent rights.

Also featured in the newsletter is a report of an SN workshop held on March 3, 2005, on Intellectual Property, Competition, and Competitiveness. One conclusion:

Although different modes of innovation will continue to take place without any reward system, it is likely that [without IPRs] such innovation will be segmented, secret and undersupplied.
